Recycling Program Developer
East Bay Conservation Corps

The East Bay Conservation Corps (EBCC) is a non-profit organization founded in 1983 with a ten million dollar annual budget. The EBCC is dedicated to promoting youth development through environmental stewardship and community service and furthers education reform and social change. The EBCC encompasses several interrelated programs (including AmeriCorps) and a charter school based on service learning. Through service learning, the EBCC engages young people from all walks of life in their education and development while addressing environmental and social issues. The EBCC's comprehensive program model enhances participants' academic, leadership, employment and life skills, self-esteem, civic responsibility and environmental awareness.
The EBCC Recycling Program provides recycling collection services to over 150 public and private accounts in the East Bay. Funded by the California Department of Conservation, Division of Recycling, our Recycling Program offers training to young people interested in recycling careers through services to parks, small offices, schools, marinas and special events. Our program operates as a specialized recycling service contractor, much like a small commercial recycling business by maintaining scheduled recycling routes, collection and delivery vehicles, sorting and processing equipment and a fully-equipped drop-off center. Designed for participants of our Corpsmember program (a comprehensive, competency based high school diploma program for young adults 18-24 years of age) the Recycling Internship Program places motivated individuals in paid positions within the recycling and waste management fields.
EBCC is seeking a Recycling Program Developer for the Recycling department to prepare, administer and manage the Department of Conservation grant through the development of recycling projects. Specific responsibilities include:
- Develops new recycling projects, contracts, and program components.
- Works with the Recycling Coordinator and Supervisor to ensure successful project completion and customer satisfaction.
- Prepares the Department of Conservation yearly grant and monthly and final reports.
- Develops and monitors program budgets and modifies work projects and budgets as appropriate.
- Researches the availability of grants and funding sources, prepares grant applications and administers if funded.
- Manages the preparation of sponsor billings.
- Manages the inventory of Recycling Program equipment and supplies
- Prepares written project and staff records.
- Oversees the maintenance of computer records for projects.
- Evaluates programs, tracks and photo-documents results, monitors and modifies programs to ensure they are completed within approved budgets, and prepares written evaluation on program accomplishments as required by the funding source.
- Assesses the effectiveness and efficiency of the Recycling program.
- Develops outside recycling internships for the Corpsmembers.
- Develops and implements special event recycling projects.
- Develops and maintains relationships with community agencies, its leaders and EBCC program managers to determine among other things program priorities.
- Prepares and teaches recycling and conservation awareness to Recycling Team Members and at the Corpsmember orientation.
- Assists in determining costs, potential funding, feasibility, and appropriateness of projects.
- Provides technical assistance in project implementation and design specifications.
- Determines required project skills and provides training to staff as needed.
The successful candidate will have the following:
- Bachelor's degree (BA or BS) from four-year college or university in public administration, waste management, resource management, landscape architecture, forestry, environmental science, education or a related field; and four years related experience and /or training in recycling/integrated waste management programs, administration and program management preferably involving youth in an educational setting teaching on-the-job training or conservation corps program; or equivalent combination of education and experience.
- Technical knowledge of recycling, waste management, conservation, land management and contract project estimation.
- Public and/or private grant development.
- Business and/or contract development.
- Most possess a valid California driver's license with clean record.
- Must be certified in First Aid and CPR within the first 6 months of employment.
- Knowledge of and ability to teach team building skills to crew and team members.
- Excellent writing and communication skills.
- Commitment to serving the East Bay community as well as an interest in working with young adults (18-24).
This position is full-time.
Salary: $3,700.00/month plus excellent benefits package.
